Born on January 17, 1946, in Oklahoma City, Billie was the daughter of William Oscar Bagwell and Tommie Nadene Bagwell of Norman, Oklahoma. She grew up in a loving family alongside her siblings Randall P. Bagwell and Michael S. Bagwell, who preceded her in death, and her sister Barbara J. Johnson of Wagoner, Oklahoma. Billie graduated from Midwest City High School and pursued further education at cosmetology school. Her thirst for knowledge led her to attend classes at the University of Oklahoma as well. Throughout her life, she embraced learning and new experiences with enthusiasm and determination. In her early years, Billie traveled to West Texas to connect more deeply with her paternal roots. It was there that she met Grover Cleveland, with whom she would build both a family and a legacy. Together they had two children: Christopher Key Cleveland and Michelle Renea Bowen. The couple settled in Broken Arrow, Oklahoma, where they founded Cleveland Construction Company. Billie served as Vice President of the company—a role that showcased her leadership and entrepreneurial spirit. Later relocating to Wagoner, Oklahoma, Billie and her family continued their entrepreneurial journey by launching several businesses together. Never one to shy away from hard work or new challenges, Billie learned to weld and even learned to drive a semi-truck—an impressive testament to her resilience and versatility. Known affectionately as "Mimi" by those closest to her, Billie found immense joy in gardening and bird-watching. However, nothing brought her greater happiness than spending time with her children and grandchildren. Her love for family was evident in every aspect of her life. She is lovingly remembered by her son Chris Cleveland and daughter-in-law Dana of Wagoner; daughter Michelle Bowen and son-in-law Toby of Wagoner; sister Barbara J. Johnson of Wagoner and Barbara’s children Connie Jo, Dillon, and Emily; grandson Alex Bowen and his wife Destiny of Cleveland, Georgia along with their five children Braxton, Carolyne, Farrah, Emma, and Georgia; grandson Colton Cleveland and his wife Liz of Portsmouth, Virginia and their son Conner; grandson Elijah Patterson of Wagoner; granddaughter Amber Pass and husband Joe of Jenks along with their sons Jace and Jaxson; and granddaughter McKenna Whalen of Bixby. A celebration of Billie's life will be held on May 31, 2025 from 2:00 pm to 6:00 pm at Wagoner Community Building, 102 N. Jefferson Ave., Wagoner, OK. In lieu of flowers, the family invites you to plant a flower in Billie's honor or make a donation to a charity close to your heart—gestures that reflect the beauty she brought into the world.
