During the Great Depression, he attended The College of William & Mary and the University of Richmond, T. C. Williams School of Law. He said Moncure pushed for progress and worked to gain industry for the community. Moncure was proud to have served with the former town managers, the late R. David Maben and the late Ed T. Freed, whom he gave credit for carrying out the programs which made Blackstone the fine town that it is today.
